PASS THE BUCK

to pass the buck to blame someone or make them responsible for a problem that you should deal with; if you pass the buck, you refuse to accept responsibility for something, and say that someone else is responsible; to evade responsibility by passing it on to someone else.

David says the responsibility is Mr Smith's and it's no good trying to pass the buck.
She's always trying to pass the buck and I'm sick of it!
